It seems to me there are two general schools of thought among Rabbonim who have adopted techeiles to varying degrees.
1.) Those who view it as vadai, and a complete chiyuv.
2.) Those who are not convinced but believe it has enough grounds to count as a sofek, hiddur, or chumra, etc. (Possibly some ...

IIRC, there is a debate among the Rishonim whether the "white" (i.e, non techeiles) strings have to be the same colour as the beged.
IIRC, the Shulchan Aruch paskens that they have to match the beged. Whereas the Rema writes that that isn't minhag Ashkenaz. We tend to make Talliesim white anyway ...

The most common methods I've seen so far appear to be either, 1.) Gra method for those using Raavad 2/8 strings ratio, and 2.) Rambam for those using Rambam 1/8 ratio.
